Just a note, if you're interested in design you should consider getting a background in another discipline (i.e. Programming, Art, Project Management/Business) as these skills are very useful and help provide a solid understanding as to how the development process works. It also provides you with a solid second plan if the game development job doesn't work out, since everyone wants to be designers and there aren't enough jobs. I know many designers that have gone from these other disciplines into design after getting their feet in the door.

As for the game development jobs in Canada, you really haven't been looking that hard. In Toronto and the surrounding area (GTA) there's 5+ companies. While this is a relatively scene in comparison to Vancouver and Montreal with many big anchor companies (Ubi, EA, THQ, Activision, etc...) there are still opportunities available for people trying to break into the industry.
